In Fife community councils are set up under a scheme called the Scheme for the Establishment of Community Councils in Fife. It shows :

Community councils are elected every three years. All residents of North Queensferry are qualified to offer themselves for membership. At present NQCC is allocated ten members. If at the time of the election, less then ten residents apply to be members of the community council, all those who apply are appointed. If more than ten residents apply, an election is held. The next election is due in Autumn 2010.
Following the introduction of the STV system in May 2007, North Queensferry is represented in a multi-member ward covering Rosyth and North Queensferry. The ward's three councillors are Mr Pat Callaghan, Mr Douglas Chapman & Mr Keith Legg. Councillors Chapman and Legg attend NQCC on a regular basis.
